Most importantly Under the Auspices of a very Special Department created at IAEA with specific Chapter - 7 Mandate of a World Government-Under its umbrella extensively staffed with exceptionally Highly Qualified Professional’s from all UNGA Member States Represented at this Department with full authority to discuss recommend Unanimous actions to be undertaken by UN General Assembly (UNGA) for final ratification by A Full Bench of UN Security Council (UNSC) Members; not just by the Big Five (5) Permanent Members with Veto Powers.
5. The Decision Will Have to Be Discussed at UNGA and Unanimous Decision of UNSC All Members All UNSC Members Must Agree; Otherwise the UNGA Unanimous Recommendation will Not Be Passed By the UNSC. Absolute Agreement at UNGA and UNSC a must.
6. The recommendations of UN Resolutions will not be debated and no UNSC Resolutions will not be implementable until it shall be passed by both UNGA and UNSC in Complete Agreement. One vote against by any member state of both houses would make the entire process of deliberations will be declared: “Null and Void.”
